VM restarts even if no changes were made

Ansible provides feedback of whether any changes were made to the VM. However, calling 'vagrant provision <vm>' restarts the VM even if no changes were made beforehand. The restart task exists to allow the upgrade to take effect, and is not needed otherwise (i.e. if there were no changes).
