[Request] Question Submissions

A feature for OinkBot such that we can have users submit questions (in an event like an AMA or a workshop event). OinkBot would DM the live person the question after a user submits via command.

This feature would be toggleable by whoever is hosting an event and questions would be automatically submitted to whoever toggles the feature.
