docs(adr): add governance for shipped knowledge section profile resource behavior

• Problem: shipped knowledge section/profile/resource behavior needs accepted governance if ADR-048 is not immediately promoted and completed.
• Proposed fix: add a focused ADR or ADR-048 addendum that governs the shipped behavior now, leaving incomplete future phases as follow-up work.
• Acceptance criteria: current section/profile/resource behavior has an accepted decision record; ADR-048 either incorporates it or points to it; knowledge migration and handler docs cite the governing decision.
