Validate C-K Method

Follow up to #117

@WPringle please use tracks shared on https://github.com/noaa-ocs-modeling/Next-generation-psurge-tasks/issues/113#issuecomment-3728581077 to validate the C-K method (as well as anything else implemented in the same PR).

@SorooshMani-NOAA Started the testing. There is a couple of buggy things I did need to fix. So far I found the Chavas method is producing same results as Takis's file for the most part (some differences at end points when little data available and weak storm). CK (courtney) method seems give a little bit different.. Need look into it further, will provide an update with a working test.

Thank you, I appreciate it ... sorry I had to merge the other one so that the updated arguments to the method are available for the latest workflow (I'm starting to document it soon)
