Missing API Reference Page

The OP spec (https://github.com/observer-protocol/observer-protocol-spec) contains a link to a full API reference which does not exist:
https://github.com/observer-protocol/observer-protocol-spec/blob/main/docs/API.md

We need to create the full API reference and set a proper link to it.
