Add ability to call timed stamps manually instead of tying it to an activity/workshop

Is your feature request related to a problem? Please describe.
Sometimes it's more convenient to send a quick timed stamp distributor to an existing channel rather than making a whole new category for the activity (most mini-activities don't require a !new-activity call)
