Create subroutines that make it easy to run WinNet out of other applications. At a minimum, it would be nice to be able to call the network for a composition, temperature, density, and neutrino quantities as well as calling the NSE subroutine. In general for the API, output has to be disabled and all variables have to be returned within a subroutine.
