Set up a Continuous Integration/Continuous Deployment (CI/CD) workflow

We need to set up the CI/CD pipeline for this repository.
Let's test this repository as a testbed for the GitHub Actions-only CI/CD system (without TAOS-CI).

To achieve such a goal, the following workflows are required at least.

• Building/Testing native executables and libraries on Ubuntu

  • GCC/22.04 GitHub/Actions: Add an action building the project with GCC-13/Ubuntu #24
  • GCC/20.04 GitHub/Actions: Add an action building the project with GCC-13/Ubuntu #24
  • Clang/22.04 GitHub/Actions: Add a workflow running native build with Clang-17 #29
  • Clang/20.04 GitHub/Actions: Add a workflow running native build with Clang-17 #29

• Building/Testing for executables and libraries for Tizen using GBS

  • GitHub Actions workflow that runs naive GBS Tizen building and testing GitHub/Actions: Add a workflow running gbs Tizen build #28
  • Docker + GBS + Repo Caching
  • + Daily repo Update

• Building/Testing for libraries for Android
