Enter Key New Category Tags

This is what it looks like in the database it seems to create the course but there must be an error with creating the new categories:

This issue is only happening if you press "enter" to add the tag instead of "clicking" the "add [new category name]" selection from the drop down menu

If you move your up/down arrow key to select the category from the dropdown list, it adds it correctly. The issue happens when you try to hit the "enter" key without having selected a value from the dropdown list.
