Description of feature

Use the InterOp utilities to check run and demux performance before running the rest of the pipeline

TODO:

• Write InterOp modules
• Define criteria for run pass/fail
• Define criteria for sample pass/fail
• Add workflow logic to fail early but gracefully when QC doesn't pass
