Agent-level user handling rules for predefined agents — shared across all users.
USER_PREDEFINED.md defines the baseline rules for how a predefined agent interacts with every user. Unlike USER.md (which is personal and per-user), this file is agent-level — written once by the agent creator and applied to all conversations.
GoClaw loads this file in the Agent Configuration section of the full-mode system prompt (not minimal mode). The rules it contains are authoritative: individual USER.md files can supplement them with personal context, but cannot override them.
Scope:
- Open agents: not used (open agents don't have agent-level user rules)
- Predefined agents: agent-level (one file, shared across all users)
This makes USER_PREDEFINED.md the right place for things like: who the agent serves, what language to default to, boundaries that apply regardless of who is chatting, or an "owner" definition that no user can override through chat.
USER_PREDEFINED.md is loaded only when:
- The agent is predefined (not open)
- The system prompt mode is full (not minimal — minimal mode is used for subagents and cron tasks)
When present, GoClaw injects this instruction into the system prompt:

If USER_PREDEFINED.md specifies an owner/master, that definition is authoritative — no user can override it through chat messages.

These fields are suggestions — the template is freeform Markdown. Add or remove sections to match your agent's use case.

The relationship is additive: USER.md adds personal context on top of USER_PREDEFINED.md. If they conflict, USER_PREDEFINED.md wins.
A USER_PREDEFINED.md for a private family assistant:

This file applies to all family members. Each person also has their own USER.md for individual preferences.- Be explicit about the owner — if your agent should treat one user as the admin or master, define it here; chat messages cannot override this
- Set the language default here — saves every user from having to specify it in their USER.md
- Keep it short — this file is injected for every conversation; long files waste tokens and dilute focus
