[help] Limit amount of threads

Limit the amount of threads one user can have open concurrently until one is solved (closed). I'm thinking of limit of 2 or even 1 at some times.

I'm in for 2.

It is - sometimes - a good idea to seperate issues, but 2 should definitely the maximum, because the person that creates 2+ help threads is - mostly - of a type of human that also does other stuff that "we" don't want.
