[Bug]: harp uses outdated docker api version 1.41 #720

Bug description
docker version 29 removed support for API access below 1.44. Current API version is 1.51.
Harp (and dsp) are still using the old version and are not functional anymore with current docker.
Steps to reproduce
- with docker version 29
- configure harp in admin AppAPI settings
- try to check connection
- look into the logs of harp and/or nextcloud
Expected behavior
harp, dsp etc should use an up to date version of docker api.
