dispatch-workflow.yml files don't reapply patches

Patching the template-workflow files is now supported via #685 
The patches are however not applied, when someone runs the dispatch* workflows here on accident.

We should either:
- Not allow dispatching from here when the sync-workflow-templates.yml or a patch file is there
  - It would just create PRs that are otherwise automerged on the weekend
- Or reapply the patches
