Documentation of the `data_requirement.json` file format

Follow up on comment from #7: Is there documentation of this format? What should this file indicate? When it includes code, when is this code executed? On Docker build time? At startup? If I want data to be there as part of the docker build, I can put in a postBuild file, I guess?

@arokem we do not recommend data to be part of the docker image or github repository. The aim is to archive it so that it exists as a separate resource.

• We expect a data download request through neurolibre/info repository.

• After ensuring that the data is ✅, we will download it to the server and let you know. The data will be mounted to data/project_name directory during binderhub runtime and build.

• When working locally, you can follow the same convention (a gitignored data folder), or use repo2data as in https://github.com/Notebook-Factory/myelin-meta-analysis/blob/main/content/02/closer_look.ipynb
