Not sure is this is an issue or an missing feature.
From time to time I ask the customer to run the free version and send me a full xml file, then I create the html with an Auditor license, that process can be easier than asking them download and run an 48h version.
Then to create the updated html the appsettings.console.json must be in the same directory as the xml, if not the html is generated using the free version, and the license is ignored. (I think all settings are ignored)
The shown example was possible until 3.5.0.x
