Ensure that notebooks in Lance Galletti's CS506 course are not deleted and have a longer uptime

We want to ensure that Lance Galletti's CS506 course which share the rhods-notebooks namespace with other courses are not deleted by the Culler CronJob being introduced in this PR and have a longer configurable uptime. This relates to the Shutdown OpenShift RHODS containers after a specified amount of time issue.
