To help deal with no-drop no-shows, allow con staff to set a number of minutes before/after the event starts when the ability to mark someone as a no-show (maybe this is a different status than dropped but gets handled the same as a drop for waitlist fills) to trigger the SMS/email notifications on waitlist fills.
