Docs link to github actions artifacts that expire #13
Description
The docs for ROOT link to artifacts of a GitHub Actions run. Unfortunately, artifacts expire, and so these download links no longer work.
Possible options here include:
- Tagging and publishing github releases
- Publishing build artifacts on the natcap releases bucket
We do also have a bucket of what look like ROOT downloads at https://console.cloud.google.com/storage/browser/root-files;tab=objects?forceOnBucketsSortingFiltering=true&project=natcap-servers&prefix=&forceOnObjectsSortingFiltering=false, but these are not updated when the source code is updated.
It would also be best to settle on a strategy for keeping the natcap website up to date, which might be as simple as updating the link to point to github if we go the releases route.
