Update Workflows to Use ubuntu-latest Tag

Describe the bug
Based on 4/17/2025 CCB discussion, we should update all the workflows to use ubuntu-latest instead of ubuntu-22.04 for two reasons.

1. Leverage a newer GitHub runner image that is not available internally.
2. Avoid having to update workflows again when ubuntu-22.04 is deprecated.

Expected behavior
Should include the following repos: cFS, cFE, core-flight-system/containers, osal, and possibly more.
