Requirement SCH9001 is not implemented.

Describe the solution you'd like
Upon any Initialization, the SCH Application shall inhibit processing of the Schedule Definition Table until the cFE indicates that all of the applications have started.

Additional context
SCH_CustomEarlyInit and SCH_CustomLateInit does not inhibit the processing of SDT until cFE apps started. SCH_AppMain calls on SCH_AppInit that intializates cFE events, software bus, etc. But I do not see where it inhibits the processing of SDT.
