Promer gives error when run

When I install mummer through docker using the directions provided by INSTALL.md

docker build -t mummer -f Dockerfiles/Dockerfile-debian .

and

sudo docker run --rm -v $PWD:/mnt -w /mnt mummer promer RYNV_KF241951.fasta newVirus.fasta

I get the following error

ERROR: The following critical files could not be used
@LIBEXEC_DIR/postpro
@LIBEXEC_DIR/prepro
@LIBEXEC_DIR/mgaps
@BIN_DIR/mummer
Check your paths and file permissions and try again

I also get the same error with promer when I try to build and compile mummer on my machine

I'm getting the same error when running

promer refseq.fa query.fa

Program was installed/compiled from the release source tarball v4.0.1 according to the instructions for Ubuntu (./configure --prefix=/path/to/install/dir > make > make install). Also tried v4.0.0, same error.
