Update BUGZY_BZ_API_KEY config var to use API key from a bot

Scope of this bug is to request a bugzilla bot account which can share API key that can be used to make WebService API calls from bugzy instance running on Heroku Server.

We should also make sure the new API key has minimal permissions. For confidential bugs to appear, the user's personal API key can be saved in localStorage to avoid leaking anything to the public - #280 should add that feature.
