Change production deployment method to tag based #342
Description
modify auto deploy to only deploy new tags in the production branch, not just new commits
- a human tagging becomes the deployment action
alternatively, auto deploy deploys whatever is head of production and it (the auto deploy script) tags that commit with a datetime
