Module versions are forever out of date

The last ... many ... updates to several modules in monasca-helm always show the `fromVersion` of e.g. kafka as being `0.2.0`. For some reason we only generate updates when new versions are actually pushed

I've also confirmed that the database version is stuck at `0.2.0` so it isn't some odd template rendering bug or anything like that.
