Plugin menu is not always retranslated when user changes native lang preference

Sometimes when the user starts with Notepad++ in one native language (that NppCSharpPluginPack has translations for) and goes to a different language, the plugin menu is not retranslated.

For example, below is an image of the plugin menu when Notepad++ starts off translated to Spanish. As you can see, the main Notepad++ menu and the CSharpPluginPack menu are both in Spanish.

Below is an image of the plugin menu in that same session, after I changed my language preference to English. Note that the CSharpPluginPack menu remained in Spanish but the Notepad++ main menu is now in English.

This issue only applies to the plugin menu. Every other aspect of the plugin (like the Selection Remembering Form) is properly retranslated when the user changes their language preference.

All this testing was done on Notepad++ v8.7.4 64bit, but I'm pretty sure the issue is still present in v8.8.1.
