[strategos] Remove .npmrc from commit (keep locally)

WHY:
- .npmrc is local development configuration and should not be in repository
- File was accidentally included in PR #2812

EXPECTED:
- .npmrc remains in working directory for local use
- .npmrc not tracked in git history
- PR updated without .npmrc
