Original issue
Skill Manager needs a patch release for the Cursor skills root hotfix merged in PR #28.
Fix
Bumps the public release version to 0.3.1 so the release workflow publishes the hotfix. Release notes: Skill Manager no longer scans or manages Cursor-owned ~/.cursor/skills-cursor content, while Cursor skills management remains on ~/.cursor/skills and Cursor.app-based availability detection is preserved.
