Find a new file server and setup staging and dev links

We need to switch over from netlify because it is too expensive and there are cheaper options. The build should be done as a github action. We need vercel of some sort to build the branches so we can try them out before merging. We should set up sub-links for dev.mobius.money and staging.mobius.money for our new bug bounty program
