An error has occured while parsing the configuration file

SEToolbox Version: 1.204.015.1 (and 1.203.022.3)
SE Version: 1.204.017 b0 Default

SEToolbox crashed

SEToolbox can't even launch.
Tried to launch some time ago (1.203.022.3) and get "An error has occured while parsing the configuration file"
Now tried again with SEToolbox 1.204.015.1 - same error (the old version doesn't work either).

Steps to Reproduce

You just need to run SEToolbox.
