[Bug]: Mismatch between DBX certificate path value, filename and schema

Current Behavior

HashesJsonSchema.json documents certificates[].value as Base64 encoded certificate, whereas dbx_info_msft_1_14_25.json's certificates[0].value contains a file path to WindowsProduction2011.cer (which should be MicWinProPCA2011_2011-10-19.der instead).

Expected Behavior

HashesJsonSchema.json and dbx_info_msft_1_14_25.json represent certificates[].value as file names, and dbx_info_msft_1_14_25.json points to existing certificate files in PreSignedObjects/DBX/Certificates.
