[Hubs] Ingest AWS cost and usage data

As a hub admin, I need to connect my hub to AWS in order to monitor AWS and Microsoft Cloud costs in a single pane of glass

💎 Solution

Create a pipeline to ingest FOCUS cost data from AWS S3 into the ingestion container.

• Feel free to assign me as a validator. When I finish GCP and now I have to go back and do EA + MCA together (I had EA all done and then adding MCA broke my ADF pipeline 🫤 ), I will do AWS next. I have a giant internal design diagram that details all resources, permissions, and containers for all 3 clouds and I should be able to sanitize it for public release/support. 🙏
