[Bug - iOS] Edge add-ons on iPadOS are split between normal and private windows

Extensions without {"incognito": "split"} in their manifest are supposed to be spanning both normal and private windows.

Edge on iPadOS (and probably iOS as well) has a complete split. This means the storage is fully isolated, so are the tabs and windows APIs.
