[TODO]: PowerShell modules need .NET 10 compatible version of powershell

Currently, PowerShell 7.6.0-preview.5 supports .NET 10. PowerShell/PowerShell#26534

If PowerShell doesn't GA a .NET 10 version in time for our release, we will need to drop back down to .NET 8, likely.

Scripts will need to specify the new required minimum version of PowerShell.
