Option createBlobPayloadPending defaulted on in v3.0 when min version is 2.40+

## Broken API or pattern

Starting in 3.0, when `MinimumVersionForCollab` value is specified at 2.40 or higher, the `createBlobPayloadPending` feature will be enabled by default.
