Webstorm plugin not installable on Windows because of `?` (question mark) in folder name inside ZIP file

This is currently not installable on Windows (both from within Webstorm, or via downloading and installing from disk). This is because of the ? (question mark) present in the plugin folder inside of the ZIP file, which is not a valid filename character on Windows.

After I downloaded the plugin manually, I renamed the folder inside the ZIP to not have the question mark, and then the manual install from disk worked for me.
