Would still recommend Fly.io as the default, but https://github.com/hunvreus/devpush looks like a great alternative too. May be worth setting up and documenting.

Not a fan of serverless, but potentially the new https://void.cloud/ (with CloudFlare behind the scenes) might be something getting popular in the Svelte community.

The challenge here is read-after-write consistency because D1 writes and reads might have a delay due to syncing replicas across regions.
