extremely slow to open and enable / disable network sharing

when i start up / shut down my pc, i always enable / disable network sharing to keep it from flaking out and when doing this, it can take 15 - 30 seconds to enable and disable. opening the application itself can take upwards of a few minutes. not on a low end system at all, so don't understand why its so slow to open.

It would be interesting to know what CPU you have. I also notice similar behavior on VPS, but those that I rent have weak (virtual) CPUs. But on the server, for obvious reasons, all this needs to be launched very rarely. Maybe it also depends on the number of registered clients?

Is this your physical server? How many clients and network interfaces do you have? On a virtual server, where I have a very weak processor - 2 virtual CPU (task manager shows 2.2 GHz) from some 14 nm Intel Xeon, I noticed significant slowdowns and had to wait, but not as long as you write. I have Windows Server 2022 installed there and nothing else. Considering that I have to do this rarely, in principle it doesn't bother me.

But the program worked much faster when I ran it on one of the PCs with a faster processor (compared to the virtual one), which is still significantly weaker than your Ryzen 5 3600 (i5-3470). It has Windows 10 and, essentially, nothing else that interacts with the network.

Do you have any programs installed that interact with the network? Are all the latest updates installed? Are you running Windows Server 2022 or earlier?
