The v3 starts looping "Restart" and shuts on and off if it's connected to the meshtastic web client

I saw this bug on a heltec v4 WiFi LoRa 32 Expansion Kit. Its a loop where its trying to trigger a restart of the device but gets an error and then loops. My workaround was to manually flash the 2.7.18 alpha. That avoided the loop but I still had to manually press reset to finish the upgrade.
