[mark-devkit] In `builtin-github` generator, `DESCRIPTION` field does not escape double-quote character `"` when it occurs on the webpage

The result is something like this, that results in a bash syntax error in the generated ebuild:
DESCRIPTION=""DING is not GNU" helper libraries for SSSD and FreeIPA"

At the moment mark-devkit drop [`] char, probably it's better drop also double-quote.
