Bump ansi-html, webpack-dev-server and react-scripts

Removes [ansi-html](https://github.com/Tjatse/ansi-html). It's no longer used after updating ancestor dependencies [ansi-html](https://github.com/Tjatse/ansi-html), [webpack-dev-server](https://github.com/webpack/webpack-dev-server) and [react-scripts](https://github.com/facebook/create-react-app/tree/HEAD/packages/react-scripts). These dependencies need to be updated together.


Removes `ansi-html`

Updates `webpack-dev-server` from 3.11.1 to 4.11.1
