Bug description

Multiple areas of Cinnamon are not fully accessible with screen readers:

• Panel not focusable
• Menu app icons not read
• Settings panels (Sound, Input, Effects) partially unreadable

Steps to reproduce

start orca, and navigate to the panel with alt+control+tab. The end result is that orca is completely silent, not announcing anything anything. But it should be announcing the aplstes one by one.

Expected behavior

Expected behavior:

• Full keyboard and screen reader navigation for panel, menus, and settings
• Proper ATK/AT-SPI roles implemented for all interactive widgets

Additional notes:

• Sound event announcements (device plug/unplug) work well
• Other accessibility areas need major overhaul
