Caps Lock key should not toggle Caps Lock state, when used to switch layout

Hello, can you fix this use case: use Caps Lock to switch to first layout and Shift+Caps Lock to switch to second layout. Both shortcuts toggles my Caps Lock state, that is annoying and i have to press shortcut twice to restore my Caps Lock state.

The workaround using the xkb-option caps:none stopped working after upgrading to cinnamon 6.6.6, because now this option also disables both keyboard shortcuts

I think you could use XKB options to set caps lock to behave like Hyper, then use Hyper in the keyboard shortcuts, but I am not sure whether you can set a shortcut without an alphanumeric/function key — in that case try xcape.
