Make build_with_kvstore to use internal function

Splitting the actual logic from the API method is needed as VSS in the
future will need to share the Runtime, i.e., will need to hand in a
`Arc<Rwlock<Runtime>>>` parameter that we'll set `Some` in
`Node::start`.
