Spacing before/after single or double quotation marks - Chinese

There are spacing issues before/after the opening/closing single or double quotation marks with Chinese transliteration. Example:

Input:
"'霍英东教育基金会'第十四届高等院校青年教师基金基础性研究课题'民国时期教育管理学名家研究'成果之一, 国家社会科学基金教育学一般项目'20 世纪以来乡村教育家精神的社会记忆及当代建构研究'成果 '江苏高校优势学科建设项目'资助"

Result:
"'Huo ying dong jiao yu ji jin hui 'Di shi si jie gao deng yuan xiao qing nian jiao shi ji jin ji chu xing yan jiu ke ti 'Minguo shi qi jiao yu guan li xue ming jia yan jiu 'Cheng guo zhi yi , Guo jia she hui ke xue ji jin jiao yu xue yi ban xiang mu '20 Shi ji yi lai xiang cun jiao yu jia jing shen de she hui ji yi ji dang dai jian gou yan jiu 'Cheng guo 'Jiangsu gao xiao you shi xue ke jian she xiang mu 'Zi zhu "

Ideal:
"'Huo Yingdong jiao yu ji jin hui' di shi si jie gao deng yuan xiao qing nian jiao shi ji jin ji chu xing yan jiu ke ti 'Minguo shi qi jiao yu guan li xue ming jia yan jiu' cheng guo zhi yi, Guo jia she hui ke xue ji jin jiao yu xue yi ban xiang mu '20 shi ji yi lai xiang cun jiao yu jia jing shen de she hui ji yi ji dang dai jian gou yan jiu' cheng guo 'Jiangsu gao xiao you shi xue ke jian she xiang mu' zi zhu"

Issues to flag -> hui 'Di should be hui' di; jiu 'Cheng should be jiu' cheng; mu 'Zi should be mu' zi.
Note that this was done with "All words" selected for Capitalize. Here this causes a problem as the words following the single and double quotation marks should not be capitalized.

Other issues not related to this specific requestion -> Huo ying dong is a name and should be Huo Yingdong

Are hui' di, jiu' cheng, and mu' zi proper names or otherwise groups of words commonly found in that combination , or is the apostrophe consistently attached to the wrong side?

About the other issues:

"All words" capitalizes all words—literally, all clusters of characters separated by space or punctuation. There is no special logic to recognize which words should be capitalized and which shouldn't. Is it a common feature of romanized Chinese to always leave words after quotes lowercase?

Huo ying dong → Huo Yingdong: can you open a separate issue for this, so it can be tracked more easily?

They are not proper names or commonly grouped combinations, the apostrophe is just consistently attached to the wrong side.

"All words" capitalizes all words—literally, all clusters of characters separated by space or punctuation. There is no special logic to recognize which words should be capitalized and which shouldn't. Is it a common feature of romanized Chinese to always leave words after quotes lowercase?

When I select "All words" for capitalization rules, only the first word is capitalized in a string. It gives the same result as if I selected "First word." Unless there is a period punctuation in the quotation marks (single or double), then generally speaking the next words should not be capitalized as it is still part of a continuing sentence. Of course there are exceptions, such as if a proper name follows, but in general I would say yes, lowercase. Ditto for English, example = This book was part of the project "Understanding Authenticity“ and funded by the British Library. Here 'and' is lowercase.

Huo ying dong → Huo Yingdong: can you open a separate issue for this, so it can be tracked more easily?

Huo Yingdong is a person's name. Just wanted to point it out. We can discuss in our termly meeting if we'd like more robust proper name detection, but perhaps best for now not to create a separate issue in Github for this?

I can create a separate issue for this, but it seems related to the discussion above - I have found in general that an extra space is added between the Chinese romanization and a trailing comma, e.g.

魏伯陽,
wei bo yang ,

This occurs whether or not the personal names setting is on. It is not uncommon for the input to have trailing comma since I am often passing SS an entire MARC subfield.

(Edited - my original post said this happened for any trailing punctuation, but I am actually only observing it with trailing commas.)
