can't post to preprod-8230.id.loc.gov/lds

I tried to post https://editor.id.loc.gov/bfe/index.html#e1299000 but clicking the "post" button does not initiate the posting process. In the editor, the LCCN is not highlighted in green (successful post) or red (failed post)
