Create a tool to list all the dependencies of an app along with its licenses

Probably based on packages/tools/licenses, create a tool that:

• List all the dependencies for a given application
• Also list the license for each dependency
• It should exclude dev dependencies (potentially we could have an option to include them)
• The output should be a CSV file

Note: The existing getLicenses function (combined with licenseOverrides) may do most of this.
