Wrong GitHub user used when generating Joplin Server changelog

When generating the changelog for Joplin Server, the process used "bartolomeo" instead of the correct user "bhorbowicz". This caused the entries to display with the wrong account.

This seems to be related to the changelog generator's fallback behavior when an email associated with a commit doesn't end with @users.noreply.github.com. In particular,

• git-changelog.ts runs:

  git log --pretty=format:"%H::::DIV::::%ae::::DIV::::%an::::DIV::::%s" server-v3.4.4..HEAD
  

• For each relevant commit, the email and author name are extracted from the output.
• In this case, the email is an @gmail.com email and doesn't match the @users.noreply.github.com pattern. As a result, the changelog generator queries the GitHub API with https://api.github.com/search/users?q=${encodeURI(email)}+in:email (replacing ${encodeURI(email)} with the email).
  • There are no results.
• The changelog generator falls back to searching for https://api.github.com/search/users?q=user:${encodeURI(name)} (where encodeURI(name) -> Bartolomeo).
• There is one result, but it's the wrong user.

Ok I seem to remember that in that case we can't reliability know who made the commit. So maybe we should fallback to not put any link in this case (and only display the committer name)?
