Add support for Podman

Lando currently uses Docker exclusively as its container runtime. Given the growing adoption of Podman — especially in enterprise and rootless/containerized environments like Fedora, AlmaLinux, and RHEL — it would be helpful for Lando to support Podman as an alternative runtime.

This is especially relevant on systems where Docker is deprecated or unavailable by default (e.g., RHEL 9+, Fedora 38+, etc.).

Feature suggestion:

• Allow users to configure Lando, to choose Docker or Podman (or other provider) as the default runtime.
• Optionally, Leverage Podman's Docker-compatible socket API for drop-in support.
