Environment

• OS: Windows 11
• Kiro Version: 0.12.200
• Network: WiFi
• Account Type: [Paid] PRO

Issue

I encountered a rate limit issue in Kiro Chat after sending only 2-3 messages.

Error message:

Too many requests, please wait before trying again.

Expected Behavior

The chat should continue normally without triggering rate limits after only a few prompts.

Actual Behavior

The system blocks further requests almost immediately and continuously returns the "Too many requests" error.

Steps to Reproduce

1. Open Kiro Chat
2. Start a new conversation
3. Send 2-3 normal prompts
4. Error appears

Additional Notes

• I was not spamming requests
• This happens even in a fresh chat
• Retrying after waiting still triggers the same issue sometimes
